Currently it is an add-on, as a resource built into the yum cookbook, and the customer is using it in their base library cookbook.
There is a need for it to be an integrated native resource, as it is an important feature in RHEL8. It is the only way to do an installation of anything that lives in app stream. For example, installing the IDM service will require them to enable the modules for PKI and IDM, then proceed with a module install.
