When using EC2 and I assume other cloud providers one of the longest stages of TK is synching cookbooks from the workstation to the target. I believe the cause is that Kitchen syncs cookbook files individually.
When using policyfile, the sync could be short-circuited by creating a policyfile archive, synching the archive, and then executing that.
