Encrypted volumes for ec2 test-kitchen

Create a method to force test-kitchen to use encrypted volumes for ec2 test-kitchen instances.


For example, an AWS organisational policy requires that all ec2 volumes be encrypted. this broke test-kitchen. The customer forced encryption on all volumes at the account level, but test-kitchen still attmepts to mount an unencrypted volume.

This is blocking implementation and the customer is under pressure from their cloud security team to resolve the issue.
