Allow duplicate organization IDs on *different* Chef Servers in Infra Management UI

As a customer, I might have the same organization ID configured on two (or more) separate Chef Servers. I'd like to manage these both within the Infra UI features available in Automate.


As of right now, Automate does not allow duplicate organization IDs, even across different Chef Servers. This doesn't make sense to me as, even though the organization ID is the same, the API URL will still be different between the two because they're located at different FQDNs / IP addresses. I can't think of another technical reason why this would create problems, so I would like the product to allow it.
