Provide train-kubernetes plugin with Chef Inspec

The train-kubernetes plugin is needed to scan Kubernetes clusters with Chef Inspec. This tool uses the profile to test the compliance of a cluster and cannot perform this function without this plugin.

The install documentation requires the train-kubernetes plugin and dependencies to pull from an online Gem server. This is not possible with an air-gapped machine that is common on DoD networks.

I would like to see the train-kubernetes plugin packaged with Chef Inspec product so this air-gapped senerio does not create issues when using this application to scan Kubernetes clusters for compliance.
