Supervisor Error Handling without Shutting Down Supervisor

Given the bug in the 1.6.416 release of core/hab-sup I think that we should examine the code base for the various configuration options for hab-sup, and see if we can't find a way to setup error handling such that hab-sup can still stay online and keep running services, even if there's an error with the parameters passed to one of the supervisor options.

I'm not sure how feasible this is, but if it's possible to pump those errors into logs without the core hab-sup service dying, that could be really helpful in the future allowing customers to recover from issues in the supervisor they might find in live environments.
