Allow a user to force UTC in the web UI Merged

My understanding is that currently Automate's webui displays time relative to whatever the user's browser is configured to display.

It might be helpful for users to be able to force a time zone (UTC FTW) for all sessions they initiate.

Currently going through troubleshooting with Mastercard using Automate where it would be easier for people to know that they're viewing information relative to UTC.

    Add Etsy and Digital Ocean to the list of customers who would like to see this implemented

    If you set your system time to UTC, any of the views in Automate should also show UTC. Is that workaround enough for these customers?

    Time in all the reporting is broken. When you select "Filter reports by..." with a date, it appears to use UTC for the date, which means midday in APAC compliance data disappears until you go back to the previous date.
